JOB DESCRIPTION

Campaign Manager – Tim Peck for Congress (IN-9)

Location: Clark or Floyd County, IN

** Start Date:** March/April 2024

** Commitment:** 1.5 years

About the Campaign:

Tim Peck is running for Congress to advocate for the people of Indiana’s 9th District. A healthcare provider, emergency physician, and serial healthcare entrepreneur, Tim has a proven track record of ** bipartisan cooperation and compromise** to address the urgent needs of Hoosiers. As a** healthcare access advocate** in Washington, D.C., Tim understands the critical importance of expanding affordable healthcare options and building a sustainable, fair economy. His message of** economic populism** and commitment to practical, centrist solutions resonate with voters across party lines.

The foundation built during the 2024 election—including ** relationships**,** name recognition**,** community leadership**, and** support from local and state party officials**—puts this district in a strong position for a 2026 run. In a non-federal election year with** no high-profile statewide races** on the ballot, the 9th District will receive** heightened attention**, making this an** incredibly winnable race**.

The Campaign Manager will play a pivotal role in rebuilding and scaling the campaign, expanding its ** volunteer base**, creating a** high-impact operation**, and leading efforts to re-engage voters across all 18 counties.

About the Role:

This is a hands-on, ** high-impact role** that will require someone with** strong organizational and operational skills** and a demonstrated ability to** execute on tight timelines** and** deliverables**. The ideal candidate will be** resourceful**, able to gather and leverage information from within the district, campaign teams, and external resources to make** informed**,** data-driven** decisions. The Campaign Manager must be comfortable doing a significant amount of the work themselves during the early stages, as resources will be tight, and they will need to** build the team from the ground up as we enter 2026**.

As Campaign Manager, you will report directly to Tim Peck, managing the ** day-to-day operations** of the campaign and working closely with the candidate and campaign team to build a professional, effective, and** scalable operation**. You will oversee** field operations**,** data management**,** communications**,** fundraising**, and the** overall campaign strategy** to ensure success in the primary election in May 2025 and general election in November 2026.

Key Responsibilities:

  • Team Leadership & Development: Build and manage a small, high-performing team, including volunteers, interns, and non-paid staff. Manage personnel effectively and delegate tasks to ensure the efficient operation of the campaign. Recruit and train campaign staff to meet campaign goals.

  • Strategic Planning & Execution: Develop and execute campaign strategies with a focus on** voter engagement** and** turnout** across all 18 counties. Oversee the operational roadmap for the campaign, ensuring that all timelines, milestones, and key deliverables are met.

  • Fundraising & Financial Management: Oversee fundraising strategy, coordinate events, and ensure that the campaign is building the necessary resources to scale operations for the 2026 election. Manage the campaign budget and ensure compliance with legal and financial regulations.

  • Communications & Media Relations: Work closely with Tim and communications staff to set the messaging strategy for the campaign, ensuring a cohesive and consistent narrative that reflects Tim's vision and values. Execute the plan for delivering the message across all platforms, including media outreach, press relations, and digital content.

  • Voter Outreach & Engagement: Build a comprehensive voter outreach program that includes** field operations**,** door-to-door canvassing**,** phone banking**, and** digital engagement**. Ensure the campaign is engaging with voters from all demographics and backgrounds.

  • Data Management & Analytics: Oversee data tracking and analysis to measure the effectiveness of the campaign’s outreach efforts. Use data to make informed decisions and adjust strategy as needed.

Qualifications:

  • Experience: At least 3-5 years of experience managing a political campaign, ideally at the** congressional** or** statewide** level, ideally with at least one experience at the** congressional** level. Experience in** resource-constrained environments** is a plus.

  • Leadership & Organization: Proven ability to build and lead a team, including staff, volunteers, and interns, while effectively delegating tasks and ensuring deadlines are met.

  • Operational Excellence: Strong organizational skills, with a focus on managing tight timelines, limited resources, and ensuring high-level** execution**. Experience in project management and data-driven decision-making.

  • Resourcefulness: Ability to gather, analyze, and leverage resources from within the district, campaign, and allied organizations to get the work done, especially in a resource-constrained environment.

  • Communication Skills: Exceptional verbal and written communication skills, with the ability to engage and motivate a diverse team and effectively represent the campaign to the public.

  • Fundraising Experience: Familiarity with political fundraising practices, including individual donor solicitation, fundraising events, and PACs. Ability to meet fundraising goals even on a tight budget.

  • Commitment: A strong personal commitment to the campaign’s mission and Tim’s vision for the future of Indiana’s 9th District. Ability to thrive in a fast-paced, dynamic environment with a flexible schedule.

Tim’s Policy Platform:

  • Healthcare Access & Value-Based Care: Tim is committed to expanding access to** affordable healthcare** through** value-based care** models that prioritize** patient outcomes** while controlling costs. He is a strong supporter of many key provisions in the** Affordable Care Act (ACA), including Accountable Care Organizations (ACOs), protections for pre-existing conditions**,** expansion of Federally Qualified Health Centers (FQHCs), and the Center for Medicare and Medicaid Innovation (CMMI). Tim will advocate for increased funding for frontline healthcare workers** and expand access for patients, especially in underserved areas.

  • Economic Populism & Economic Fairness: Tim supports** strong unions**,** fair labor practices**, and** fair wages** for all workers, including raising the** federal minimum wage**. He believes that** small businesses** deserve equal access to** resources**,** benefits**, and** tax incentives** as large corporations, and he will fight to** level the playing field** for Main Street. Tim will push for** corporate accountability**, ensuring that bad actors who exploit loopholes or rake in excessive profits are held accountable.

  • Education & Upward Mobility: Tim is committed to making** higher education** accessible to everyone, ensuring** guaranteed access to college** for those who want it. This includes** strong public schools** that provide students with the skills they need to succeed. He also supports** trades training** programs to offer young people alternative career pathways and will work to make** affordable housing** and** homeownership** a reality for more Hoosiers.

  • Social Justice & Equality: Tim supports policies that protect** reproductive rights**,** marriage equality**,** racial justice**, and** strong public education**. He is committed to advancing** sensible immigration reform**, ensuring a** compassionate, pragmatic** approach that values the contributions of immigrants and keeps our economy strong. We need to** act now**, as the** immigration system is in crisis**. Immediate reform is essential to provide a fair, efficient, and compassionate system for those seeking a better life in the U.S.

  • Healthcare & Corporate Accountability: Tim’s background as a physician has shaped his commitment to improving** healthcare access** for all Hoosiers. He will push for** patient-centered** solutions that reduce waste, increase access, and put the needs of patients first. Tim is also committed to making America healthier by pushing back against corporations misleading the public about their harmful practices. This includes reforming food production industries that contribute to unhealthy diets and addressing the environmental damage caused by** fossil fuel companies** and** plastic waste**.

  • Common-Sense Public Safety Laws: Tim advocates for** common-sense public safety laws** that prioritize the safety of communities while protecting individual rights. He supports** background checks** and other policies aimed at** reducing gun violence**.

  • Bipartisan Cooperation & Compromise: Tim’s experience as a** healthcare advocate** in Washington, D.C. has shown him the value of** bipartisan solutions**. He will work across party lines to advance policies that benefit working families, small businesses, and communities across Indiana’s 9th District.

Why This Race is Winnable:

Indiana’s 9th Congressional District is shifting back toward the center, with increasing support for pragmatic, centrist solutions. In 2023, Democrats flipped several local offices, including mayors, city councils, and sheriffs. This did not translate to the voters who turned out in 2024, and the 2026 electorate should be more similar to that of 2023. Tim is the leader to guide this district back to its roots, focusing on common-sense policies that appeal to voters across the political spectrum. With a strong base in Bloomington, a favorable media market in Louisville, and growing mobilization among women voters and working-class voters, this race is primed for success.
