Hours: Full Time 

Location: Flexible, work from home (remote)

Start date: February 9 2026

Reports to: Operations Director

Eligibility: This position is eligible to participate in Sunrise’s CWA Labor Union. 

Compensation: $57,500-$66,012 plus special city allowance if you live in a city eligible for an allowance.  More info about the special city allowance can be found here.

One Sentence Purpose: The Political Compliance Lead is responsible for ensuring our organizations’ activities are compliant with 501(c)3 and 501(c)4 regulations, especially in regards to lobbying and electoral activity, that any compliance obligations are being appropriately tracked & reported when necessary, and managing Sunrise PAC’s operations and reporting. This role will also support the Finance Director with internal facing finance and budgeting related responsibilities.

Responsibilities

Organizational Compliance [50%]

  • Coordinate with leadership and programmatic teams to ensure program compliance by supporting risk assessments and  conduct compliance reviews of ongoing program materials, including reviewing materials such as grant proposals, action guides, training materials, etc_ _

  • Support organization staff with compliance expertise and questions related to our organization structure and legal guidelines associated with our 501(c)(3), 501(c)(4) and PAC organization, including for lobbying and non-primary purpose work

  • Create and maintain 501(c)3, 501(c)4 trainings and PAC trainings, specifically the onboarding and annual refresher trainings for staff, and any educational or reference resources for staff 

  • Manage the appropriate time and spending tracking and reporting needs of 501(c)3 (e.g. lobbying) and 501(c)4 special compliance areas (e.g. non-primary purpose) and provide critical reportbacks on our activity

  • Support the Finance and Fundraising teams to create and review compliant financial coding and ensure cost sharing agreements between organizations are followed appropriately

  • As needed, work with the finance and fundraising team to ensure expenses and grants have the appropriate organizational and compliance categorization in our financial systems. 

  • As needed, support on any additional needed compliance projects and operational planning regarding compliance  

 

PAC Operations [30-50%]

  • Manage the corporate governance responsibilities of the PAC (e.g. maintaining the PAC board) 

  • Stay up to date on and ensure compliance with all requirements set by the Federal Elections Commission (FEC), including filing campaign finance reports, year end reports, and high frequency reports during election cycles

  • Collaborate with and support the electoral and other teams with electoral planning and campaign finance spending guidelines to ensure that we can maximize our operational systems for electoral programmatic planning 

  • Set up and/or maintain the various operational and financial tracking systems for Sunrise PAC, including prepay system for digital tools and staff time, spending and expensing system, reimbursements, and more, in collaboration with the finance team

  • Ensure the financial health of the PAC by facilitating budgeting and fundraising needs, as well as any other accounting or auditing norms 

  • As needed, open and operate state PACs and/or register our federal PAC to state level work 

 

Financial Operations (non-accounting) [10-20%]

  • Manage Abacus/Emburse  

  • Support financial onboarding and training of staff 

  • Support events with finance needs 

  • Support procurement + vendor management (like online store)

 

Lobbying [<1%]

  • Track organizational lobbying activities and expenses and support finance staff to categorize expenses

  • As needed, register and file quarterly and semi-annual reports for the 501(c)(4) organization and support Sunrise lobbyist to register and file their semi-annual reports 

  • As needed, register and report for state or local lobbying activities

 

Movement Compliance [<1%]

  • As needed, support Movement Operations Lead with hub lobbying and electoral activities 

 

 

Qualifications 

Must Haves

  • A strong alignment with the Sunrise Movement principles and a commitment to social justice, equity, and inclusion that informs data related work and management. 

  • An understanding of the concepts of institutional and structural racism and bias and their impact on working class, low-income communities and communities of color.

  • 1 year of experience doing operations, finance, legal, or compliance work for a 501(c)4, hybrid PAC organization, or political campaign. 

  • Ability to understand and translate legal (or complicated) material to a large and diverse audience, with an understanding of how the legal system impacts communities and identities differently. 

  • Experience creating, implementing, and troubleshooting tracking systems in operations and finance related work.

  • Proven ability to prioritize and manage multiple projects simultaneously, meeting frequent deadlines, and resolving complex issues and competing needs. 

  • Persistent, willingness to follow up again and again to make sure you have all of the information and resources you need, and that everybody knows their part in your projects.

  • Ability to consider different perspectives while also holding the bigger picture.

  • Strong writing and communication skills. 

  • Willing to collaborate, experiment, and learn on the job.

  • Proficiency in Google Suite (Drive, Calendar, Docs, Sheets, Slides, and Forms). 

 

Nice to have

  • A current member within Sunrise or another progressive movement.

  • Experience in FEC report filing at the federal and state level. 

  • Experience with Quickbooks, Sage, or other financial software.

  • Experience in distributed or electoral organizing and campaigning.
