We are the strategic force behind Virginia’s progressive movement, ensuring that voting rights are protected, civic voices are amplified, and the next generation of leaders is ready to take action.

The Virginia Civic Engagement Table (VCET) seeks proposals from data consultants with experience compiling and analyzing voter data at the state and local level. Proposals should clearly outline how flexibility, capacity, and responsiveness will be maintained under the proposed pricing structure. VCET is seeking a partner that:
Has experience analyzing voter data for nonprofit, advocacy, or civic engagement work
Has experience with SQL and other coding languages
Understands 501(c)(3) compliance and nonpartisan messaging
Brings an equity-centered, culturally competent approach
Preferred but not required: A familiarity with Virginia’s geography & political landscape
Scope of Work
Proposers may respond to all or a subset of the following services. Preference will be given to partners that can support multiple areas cohesively. 2025 General Election Analysis Analysis support may include:
Data visualization, with a focus on comparing 2021’s & 2025’s elections
Analysis of voter participation and demographic data
Accessing & analyzing data using SQL
Presentations and slide decks
Working with our national affiliate, State Voices, as needed
Compilation of report to serve as historical resource for VCET staff
Expectations:
Strong understanding of data over multiple years with a keen eye for narrative threads
Preparing historical data for VCET about Virginia’s elections and changing landscape
Strong visual storytelling aligned with civic and democracy-focused work
Ability to meet short turnaround timelines when required
Ability to work within VCET’s existing brand guidelines

Desired Consultant Qualifications
Proposals should demonstrate:
Experience with nonprofit, advocacy, or civic engagement organizations
Clear understanding of 501(c)(3) compliance
Airtable & monday.com expertise
Experience with SQL and other coding languages
Strong project management and communication practices
Ability to collaborate closely with in-house staff
Virginia-based operations or deep familiarity with Virginia’s civic landscape
Contract Term
VCET anticipates engaging this data consultant for a project lasting approximately 3 months, with the possibility of a yearly relationship.
