JOB DESCRIPTION

Council Description 

The North Central UniServ Council is located in Wenatchee, WA and represents over 3,400 educational employees in North Central Washington. The North Central Council includes Local Associations that are geographically dispersed requiring some occasional travel to events. 

 

The area provides access to an abundance of outdoor activity, including skiing, hiking, kayaking, and fishing – to name a few. Fruit orchards are one of the area’s leading industries, and apple, cherry and pear orchards abound and surround Wenatchee. Wheat and other grains are also grown on farms in the outlying areas nearby. In short, the Wenatchee Valley is a vibrant, prosperous and thriving region – viewed by many as the heart of North Central Washington. 

 

Job Summary 

This position itself is a union position supporting the largest public school educators’ union in the state of Washington. Not only are teachers in our unions, but so are many other employees of public school districts including secretaries, paraeducators, custodians, food service workers and bus drivers. 

 

This position is part-office manager, part-account manager, and part-financial advisor/analyst: 

(i) Office. This position oversees a busy four-person office located in downtown Wenatchee; 

 

(ii) Accounts. This position oversees WEA’s regional (Council) billing and collections efforts, including reconciliations, of union membership dues collected from school districts across the Council’s entire North Central Washington region;  

 

(iii) Accounting. This position provides financial advising and related services/support to the Council’s elected leadership Board, and to our 37 local public school employee unions as well.

Responsibilities: 

  • Office Manager for Council Office 

  • Perform typical office manager duties, manage office workflow, and provide lead direction to other associate staff. 

  • Maintain general ledger and equipment inventory. 

  • Negotiate and administer equipment and facility leases and building and equipment insurance coverage. 

  • Manage building facility. 

 

  • Account Manager between WEA and School Districts 

  • Prepare monthly billing of union membership for District payroll and/or District HR offices and process the dues. 

  • Collect, record, and maintain information pertaining to union membership dues, dues status, and demographic data; provide reports when necessary. 

  • Process and maintain membership records; maintain permanent records of the Council. 

  • Communicate, research, gather, and provide information to and from District payroll and/or District HR offices, WEA Membership Department, Local Associations, and others as needed. 

  • Coordinate and prepare documents for the annual audit, regulatory and tax filings, and other reports as needed. 

  • In coordination with WEA Legal, identify, track, report, file, and ensure compliance of regulated expenditures to the Public Disclosure Commission (PDC). 

  • Support WEA Headquarters Accounting needs. 

 

  • Financial Controller for the Council and Local Associations 

  • In coordination with the Chief Financial Officer (CFO), provide guidance to the Council’s Board regarding regulatory requirements, tax filings, and general budgeting. 

  • Assist the Council President and Treasurer in the preparation, monitoring, reporting, and presentation of Council budgets; maintain permanent records of the Council. 

  • Prepare the Council’s financial reports, bank reconciliations, tax filings, corporate filings, cash disbursement checks, and deposits as required. 

  • Attend, build agendas, and provide administrative support for various Council meetings; track and follow through with meeting action items and deadlines; attend Board meetings and record official minutes as necessary. 

  • Prepare essential communications for Council business. 

  • Provide financial trainings to Local Associations; assist Local Presidents and Treasurers with budgeting, union dues collection, non-profit regulatory reporting requirements, and other assistance as needed. 

  • Support Council and Locals in organizing and affiliation efforts, in coordination with other staff as needed. 

  • Track and assist with reporting of financial grants. 

  • Support and maintain relations with outside agencies and organizations for ongoing communications. 

  • Other duties as assigned.

 

Minimum Qualifications: 

  • High school graduate or GED equivalent. 

  • Experience in bookkeeping, accounting, or administrative assignments involving advanced record keeping and knowledge of accounting practices and accepted accounting procedures. 

  • Competence with accounting and Microsoft 365 software. 

  • Strong interpersonal skills and experience providing exemplary customer service, including experience in dealing with members or customers. 

  • Well-organized with attention to detail; ability to effectively prioritize work and meet deadlines; proficient at multi-tasking. 

  • Self-starter with demonstrated initiative and flexibility with changing priorities. 

  • Demonstrated ability to compose, draft, edit, proofread, and produce quality correspondence. 

  • Ability to work independently and in a team environment. 

  • Experience with the regulatory requirements of non-profit corporations. 

  • Demonstrated history and/or experience working with communities of color and/or with historically underrepresented groups. 

  • Ability to keep sensitive information confidential. 

  • Work in person in the North Central office in Wenatchee, WA.

 

Preferred Qualifications:  

  • Accounting-related college credits or associate degree.

Supervision 

The successful incumbent will function as a member of the Advocacy & Organizing Center and will report to the Director or Manager of Advocacy and Organizing.
