REPRO Rising Virginia (RRVA) is pleased to relaunch the search for its next ** Policy Director** to join a new leadership team and report directly to the Executive Director.
RRVA is at a point of exciting transformation as we build our team to meet the demands of a post-Roe landscape and help lead the passage of a state ** Constitutional Amendment for Reproductive Freedom**. This year we will also be closing out our 2026 strategic plan and looking creatively and ambitiously to plan for the future to ensure that every Virginian can make personal reproductive healthcare decisions without shame, stigma, or interference.
The Policy Director will play a key role in driving RRVA's mission to protect and advance reproductive freedom and build political power. They will be instrumental in setting policy and legislative strategy; analyzing and drafting legislative language and collaboratively working across the team and coalitions to advocate to policymakers; and will contribute to organizational leadership, strategy, and management of the RRVA team. The Policy Director will join a diverse team that prides itself on being highly collaborative, supportive, tenacious, and passionate about our mission and showing up for each other. The team is looking for a Policy Director who: actively fosters and lives those values; has proven leadership in setting and executing policy and advocacy goals and strategies, lobbying policymakers, and writing and analyzing legislative language; is a thoughtful and eager collaborator internally and across coalitions; and is passionate about reproductive rights and access in Virginia.

REPRO Rising Virginia is a trusted leader in the fight to establish laws and policies that ensure real, reliable, affordable, and timely access to abortion, contraception, and other reproductive health services for every person in Virginia. RRVA is made up of three entities: our main 501(c)(4) policy and political arm; the 501(c)(3) REPRO Rising Virginia Foundation, which oversees our issue advocacy, culture change and education programming; and the REPRO Rising Virginia Political Action Committee which works to elect pro- reproductive freedom candidates. Our team members are located across offices in Alexandria and Richmond.
About the Role:
The Policy Director is a strategic leader within RRVA and is responsible for shaping and implementing our policy and legislative programming. Working closely with the Executive Director and joining a new leadership team, the Policy Director will hire and supervise a policy associate and lead in the following areas:
· Set policy and legislative strategy – Execute ongoing strategies to ensure Virginia passes the Constitutional Amendment for Reproductive Freedom in November 2026. Lead RRVA’s policy and legislative strategy in the Virginia General Assembly and hold elected officials accountable with RRVA’s annual Reproductive Freedom Legislative Scorecard. In collaboration with our leadership team, the Policy Director will intentionally develop RRVA’s next strategic plan and identify creative, tactical approaches to advancing our legislative, campaign, and program agenda for 2027-2029.
· Analyze and advance policy – Advance RRVA’s agenda in the General Assembly, local governments, and with key stakeholders. Draft, analyze, and shape legislation and policy-related materials to drive forward results. Help plan legislative and policy-related events and build trusted relationships with policymakers, legislators, and coalition partners to creatively and effectively advance and defend primarily against local and state reproductive rights and healthcare policies.
· Represent RRVA in coalitions and with partners– Collaborate, coordinate and represent RRVA within relevant local, state, and national coalitions. As a core coalition member with reproductive policy expertise, serve as a policy and legislative expert and resource for our partners, donors, members, and reproductive healthcare providers across the Commonwealth.
· Manage RRVA’s policy department– Coordinate with the Executive Director and Development Director to plan for annual policy budget needs and manage expenses. Hire a policy associate when funding allows, and supervise and coach the associate and a policy fellow.
· Contribute to the leadership and culture of RRVA – Help foster RRVA’s team culture and contribute to leadership of the team. Participate in strategic planning, mentor team members in both formal and informal capacities, and help foster an inclusive, collaborative environment where diverse perspectives are valued. Contribute to ongoing learning and development and help ensure our internal practices and culture align with and reinforce our mission and values.
Must Have Qualifications:
· Legal and policy expertise– JD preferred, or equivalent experience, drafting, analyzing and advancing legislative and regulatory language. Experience providing policy guidance and understanding policy nuance and translating complex legal and regulatory language to diverse audiences.
· Policy strategy and implementation – Demonstrated experience setting and implementing effective policy strategies in a nonprofit, with the ability to develop, problem-solve, and adapt creative approaches to advance an agenda.
· Legislative advocacy and engagement – Proven experience in legislative advocacy, including direct advocacy/lobbying to legislators and policymakers at local, state, or federal levels. Demonstrated commitment to centering needs and voices of those most affected by reproductive or systemic injustice.
· Values and mission alignment – A deep commitment to RRVA’s mission and our**** values of integrity, transparency and trust, equity, compassion, and appreciation. Willingness to pitch in across a small team, asking for and offering help with a sense of comradery and mutual support.
Additional Desired Qualifications Include:
· Coalition building and partnership development – Experience effectively navigating and working in interdisciplinary, culturally diverse coalitions in social justice and/or reproductive rights, health, and justice. Ability to build relationships and collaborate with allies to solve complex problems.
· Strategic communication – Persuasive verbal and written communication skills to advance messages in media, legislative committees, and public spaces in a clear, culturally competent manner. Ability to craft arguments and tailor messaging effectively across different platforms and audiences.
· Project management and people leadership – Experience managing others and maintaining a healthy and supportive team culture. Project and people management skills to implement and manage complex projects, build buy-in, and support effective communication across teams. Ability to meet deadlines, manage a budget, and contribute to organizational strategy and culture.

Location & Hours: This position is hybrid with two days in-office either at the Richmond or Alexandria location. The role requires some non-traditional work hours, including Virginia-based travel and evening/weekend availability during the January – March General Assembly session in Richmond.
Compensation & Benefits: The salary range is $90,000-105,000 annually, commensurate with experience. This position is full-time exempt (35 hours/week). Medical, dental, vision, life insurance, short- and long-term disability are paid 100% by RRVA. Retirement plan includes 3% employer match. Additional benefits include:
· Personal time off: One week of vacation for the first year, increasing to 15 days of vacation in years 2 to 5 of service. The Policy Director will also receive restorative time post legislative session.
· Sick days: 5 sick days per year.
· Restorative Fridays: RRVA recognizes the importance of a healthy equilibrium between the employee's professional and personal life and promotes employees dictate their restorative Fridays. Employees can elect a full day, partial day or a few hours of restorative Fridays. This allows employees to choose the option that best meets their needs. (Restorative Fridays are observed outside of legislative session).
· Holidays: Extra days off for most federal and religious holidays (including, but not limited to three days for Thanksgiving, a week off over the December holidays, and 4-day weekends for Memorial Day Labor Day, and July 4th most years). MLK and President’s Day are not taken due to the General Assembly session. These days are turned into a four-day weekend after session.
