U.S. Congressional Campaign – San Diego, California

We are seeking an experienced Campaign Manager to lead day-to-day operations, oversee staff and consultants, and execute a winning strategy from launch through Election Day.
Position Overview
The Campaign Manager is the chief operating officer of the campaign. This role requires strong leadership, political judgment, organizational discipline, and the ability to manage multiple moving parts under tight deadlines. The Campaign Manager works closely with the candidate to translate vision into strategy and results.
Key Responsibilities
Strategy & Operations
Develop and execute the overall campaign plan, timeline, and budget
Translate campaign goals into actionable weekly and monthly plans
Track progress toward benchmarks and adjust strategy as needed
Staff & Consultant Management
Hire, manage, and supervise campaign staff
Oversee consultants including communications, digital, field, and compliance
Run regular staff meetings and ensure accountability across departments
Fundraising & Budget Oversight
Manage campaign budget and ensure financial discipline
Coordinate closely with finance staff/consultants on fundraising strategy
Ensure resources are allocated efficiently to meet campaign goals
Field & Voter Contact
Oversee voter contact strategy (field, digital, mail, phone, text)
Ensure strong coordination between field and communications efforts
Monitor data, targeting, and voter outreach performance
Communications & Messaging
Work with communications team to maintain message discipline
Ensure campaign messaging aligns with candidate values and district priorities
Prepare candidate for events, key moments, and rapid response situations
Compliance & Reporting
Ensure compliance with FEC and California election laws
Coordinate with campaign treasurer and legal/compliance professionals
Maintain internal systems for reporting and documentation
Qualifications
Minimum 3–5 years of senior-level campaign experience (Congressional or comparable statewide/legislative race preferred)
Proven experience managing staff, budgets, and consultants
Strong understanding of field, digital, communications, and fundraising operations
Excellent organizational, leadership, and decision-making skills
Ability to work long, irregular hours in a fast-paced environment
Strong political instincts and sound judgment
Commitment to campaign values and ethical leadership
Preferred Experience
Experience managing or serving as Deputy Manager on a winning campaign
Familiarity with San Diego County electorate and California political landscape
Experience working with diverse coalitions and grassroots organizations
