Title: U.S. Programs Manager 

Organization: LGBTQ+ Victory Institute 

Location: Washington, D.C.  

Reports to: Director of U.S. Programs 

 

Summary 

 

For over three decades, LGBTQ+ Victory Fund and LGBTQ+ Victory Institute have helped to train, place, and elect thousands of openly LGBTQ+ public officials at every level of government. Our leaders have been catalysts for expanding legal rights for LGBTQ+ people across the country, and they have transformed our nation’s policies and shifted our political landscape towards equality, one election at a time. Today, over 1200 LGBTQ+ Americans are serving in elected office due to the work of Victory. Victory’s work continues as LGBTQ+ people are severely underrepresented in all levels of government – serving in only 0.23% of all elected offices in the United States. 

 

Reporting to the Director of U.S. Programs, the person in this position supports the activities of LGBTQ+ Victory Institute by managing U.S. programming, primarily the Victory Congressional Internships, Victory Congressional Fellowships, and supporting other programming such as the Victory Empowerment Fellowships, Women Out to Win Fellowships, and assists the Director in the execution of the annual LGBTQ+ Leaders Conference. 

 

General Responsibilities 

 

Leadership Programs Execution  

The U.S. Programs Manager is a quick and effective researcher able to analyze and synthesize information on diverse topics and apply that knowledge to executing and enhancing Victory's Leadership programs. They are comfortable with program outreach, recruitment, and evaluation. The U.S. Programs Manager is directly involved in all aspects of Victory's Leadership programming and must be articulate and comfortable discussing Victory's work with the public, with elected and appointed officials, and with key stakeholders. Responsibilities include: 

 

  • Leading the Victory Congressional Internship (VCI) and Victory Congressional Fellowship (VCF) programs. Managing the recruitment and selection process for VCI and VCF and working with Director of U.S. Programs to develop timely and relevant programming. 

  • Support the Director of US Programs with International LGBTQ+ Leaders Conference program development and all related tasks as assigned. 

  • Manage alumni engagement tracking and support the Director of US Programs with alumni program management.  

  • Supporting outreach and recruitment for all other Leadership programs in consultation and cooperation with Victory’s cross-organizational recruitment strategy. 

  • Developing and sustaining external partnerships to increase the capacity or resources of Victory's programs. 

  • Assisting in writing grant proposals and grant progress reports, including both narrative and financial content. 

  • Conducting assessments for future program benchmarks, locations, dates and participants. 

  • Providing on-site support for some of Victory’s leadership programs. 

  • Communicating with partners about Victory’s leadership development programs. 

  • Maintaining communication with non-profit organizational partners, national campaigns, and colleges and universities.  

  • Creating weekly, quarterly, and annual reports for internal and external tracking of programs’ effectiveness.  

  • Managing program participant database for all U.S. programs.  

  • Providing general support to all of Victory’s U.S. programming. 

  • Other program duties as assigned. 

 

Organization-wide Responsibilities 

  • Participating in weekly team meetings and preparing to report on the status, needs, and accomplishments of assigned U.S. Leadership programs.  

  • Assisting other teams as required, including providing support during fundraising events.  

  • Being an active and engaged participant in annual staff retreats and supporting board meetings, strategic planning, and other Executive Team needs. 

  • Other organization-wide responsibilities as assigned. 

 

Qualifications 

 

The U.S. Programs Manager should be a creative problem solver with superior research, writing, and communication skills. They should enjoy developing solutions to problems while maintaining a system of gathering and organizing data. They should be comfortable presenting and facilitating amongst Victory’s diverse emerging leader pool and elected and appointed officials. The ideal candidate should have: 

 

  • A Bachelor's degree from four-year college or university; plus three to five years of related experience and/or training; or equivalent combination of education and/or experience. 

  • Strong written, verbal, and communication skills. 

  • The ability to manage, facilitate, and present in front of diverse groups and cohorts. 

  • Solid organizational and administrative skills and experience multi-tasking on many projects and programs simultaneously. 

  • Ease with Microsoft Excel, Word, Outlook, and PowerPoint, including demonstrated experience and comfort with templates, formatting, and data visualization. 

  • Experience working with databases (like EveryAction) and managing large data sets. 

  • Comfort with social media and recruitment platforms to identify professionals for programs and market Victory’s programs.  

  • Attention to detail and macro level reasoning skills. 

  • Experience working with college-age populations.  

  • The ability to travel for programs, events, and conferences (about 3-4 trips per year, mostly on weekends, up to 10%). 

  • Demonstrated passion for LGBTQ+ equality and advocacy. 

  • Position is based in Washington, D.C. 

  • This is a union position. 

The salary for this position is $60,000 – 70,000. Please include salary requirements in your materials.
