The Impact Project, along with Impact Action, is 100% focused at the state level, driving 365 days a year to shape the politics and win policies. We prioritize economic and democracy issues given their ability to change the rules of the game and improve the quality of life for working- and middle-class families. We are a campaign-style entity, we move quickly based on intel in the ground, and iterate strategy and campaigns as needed. 

The individual holding this position may work part-time for a coordinated project, Impact Action, in Sixteen Thirty Fund, a 501(c)(4) organization, under a resource sharing agreement between Hopewell Fund and Sixteen Thirty Fund. The responsibilities under that position will be overseen by Sixteen Thirty Fund.

Job Description

Summary of Position

The Vice President of States is responsible for driving the vision and strategy for our year-round work in our States portfolio. The VP of States crafts, packages, and sequences an aspirational policy agenda and ensures the team secures its passage with robust inside and outside game. They oversee TIP’s efforts in the states on all programmatic work, including narrative and messaging, research and testing, get out the vote, and the development and execution of large-scale political campaigns. 

The VP of States reports to the Managing Director and is a member of the senior leadership team. The VP of States manages three Regional Directors, and their portfolio of State Directors and consultant teams to results in each of the states. The position is full time and considered exempt for overtime purposes.

What You’ll Do 

Develop & Execute State Campaigns (45%)

  • Drive and manage state staff and consultants to make progress towards winning policy and engagement campaigns.

  • Lead the state team’s annual budget and planning process throughout the year and ensure consistent tracking and reporting of progress to goals, metrics, and budgets. 

  • Ensure your staff have a sophisticated analysis of the legislative and political landscape in the states, including knowledge of the power players and funders, the things that motivate them, the obstacles to a fair economy and healthy democracy, and solutions to address them. 

  • Drive strategy and communications across state, program, and impact teams to accomplish organizational priorities.

Manage, Coach, & Inspire Staff (30%)

  • Manage Staff: oversee the States department of currently twelve staff with the potential to grow, including directly managing three Regional Directors.

  • Recruit, hire, and onboard staff and key consultants. 

  • Administer team member’s performance reviews and development work plans.

  • Prioritize team members’ workflows to drive for results, achieve goals, and adjust plans and communicate updates as organizational needs evolve. 

  • Conduct site visits to see your team in action, engage with partners, model our values, and provide on-the-job training. 

  • Bring an equity and inclusion lens to your management, fostering feelings of respect, trust, and belonging across your team and within your team. 

  • Regularly attend training and pursue continued education in supervisor skills and maintaining a harassment-free and inclusive workplace. 

Organizational Leadership (25%)

  • Serve and actively participate as a member of the senior leadership team to support organizational priorities on a variety of matters, including strategic, legal, campaign, planning, and organizational culture. 

  • Develop systems, structures, and processes to increase effectiveness of state teams and the organization as a whole. 

  • Elevate, package, and share best practices and learnings across the organization.

  • Oversee organizational special projects at the direction of the Executive Director and Managing Director. 

  • Uphold TIP Community Agreements, core organizational values, and the organizational commitment to diversity, equity, inclusion, and belonging (DEIB).

Qualifications

Who You Are and What You Bring

  • 10-15 years in legislative, political, and advocacy campaign-style ecosystems.

  • Served as a member of an executive- or comparable- team, contributing to decisions department and organization-wide that involve multiple stakeholders.

  • Organizational leader who has balanced short and long-term strategic actions, has run a department or large scale programs across multiple states with multiple direct reports

  • Proven track record of inclusive, effective decision-making, where differing viewpoints were considered, and communication was robust in the decision-making process.

  • Managed a large-scale budget considering goals, compliance, and fundraising/income, driving work forward with a sense of urgency and overcoming obstacles along the way.

  • Extensive experience with political and campaign tactics such as paid, earned media, voter contact, and qualitative and quantitative research.

  • Directly managed 3-5 mid or high-level staffers, setting clear expectations, modeling the behaviors you want to see, crafting professional development plans, and building collaborative relationships across departments and seniority.

  • Advanced planning and accountability across a team, tracking progress towards ambitious goals; participated in organizational strategic planning process, effectively engaging multiple stakeholders.

  • Managed several campaigns (e.g. legislative, advocacy, political, messaging), applying strategic thinking and bringing a healthy skepticism to conventional campaign wisdom (“the way it’s always been done”); you do your research, and innovate to identify and deploy the highest-impact practices.

What Else You Should Know

The Impact Project operates in a 100% remote work environment. You can expect to travel out-of-state at least five times per year for staff retreats and within the states, as necessary, for meeting with staff and partners.

The hiring range for this position is $160,000 - $190,000 depending on experience. We offer a strong benefits package. We pay 100% of medical, dental, and vision premiums for you and your spouse/partner and dependents. We offer an HRA to cover your deductible. We contribute 3% toward your retirement even if you don’t put in a dime and also match up to 3% of what you contribute to your 401k. We offer three weeks of vacation each year, two weeks of health leave, nine paid holidays, and four additional floating holidays. We offer individual budgets for professional development, monthly cell phone reimbursement, and a basic home office setup.
